New Indiana laws to know about in 2023

These pieces of legislation will no longer be able to say, “I’m just a bill.”

Governor Holcomb has signed more than 160 bills into law so far this year + we’re breaking down five soon-to-be laws that could apply to you when they go into effect on Saturday, July 1.

For drivers

House Bill 1015 will establish an automated ticketing pilot program for those speeding through certain construction zones with active workers. That means you won’t necessarily get pulled over the next time you’re ticketed for speeding over 11 mph over the speed limit.

For professionals

Hoosier professionals can expect less of a wait time to receive their licenses soon, due to Senate Bill 350, which will require licensing boards to send notifications if there are incomplete items in an application, among other things.

For students

Kids graduating in 2028 will be required to successfully pass a financial literacy course, thanks to Senate Bill 35.

Senate Bill 167 will require students to fill out the Free Application for Federal Student Aid (FAFSA) form, though it will not be a necessity to graduate. The form allows students to be considered for federal grants, loans, and scholarships.

For utility payers

House Bill 1007 created an energy plan for Indiana that will prioritize reliability, affordability, resiliency, stability, and environmental sustainability for utilities moving forward. It will also reduce the amount of power from the grid utilities can buy by half when in high demand.

But wait — what’s happening with the other bills passed this session? Well, the governor has a choice: he has seven days to sign them, veto them, or let them pass without a signature. If he decides to veto a bill, the General Assembly must either attempt to override the veto by voting or allow the bill to die. Get a detailed explanation of the legislative process.

Civic
  • The votes are in, Hoosiers. Mayor Joe Hogsett (D-Indianapolis) + Jefferson Shreve (R-Indianapolis) have won their respective Marion County primary races. The two mayoral candidates will be on the ballot in November. See the rest of the election results, including whether the Marion County referendums were passed, here. (IndyStar)
Development
  • A group of townhomes are planned for downtown’s south side, just four blocks from Lucas Oil Stadium. Meridian Enclave would include four buildings containing 16 four-story townhouses with two-car garages near Sycamore and Charles streets. Indy-based developer Redev also plans to rehab two homes on the same block. Learn more. (IBJ)
Transit
  • Several bus routes will be changing to accommodate the shortage of bus drivers around Indy. Beginning on Sunday, June 11, approximately 12 routes will be adjusted + Route 56 will be introduced. You may experience increased wait times between buses because of this. Get the details. (FOX59)

  • Chef Tia Harrison’s wing spot, Chicken Scratch, announced it’s opening a second location this summer. We’re not sure where it will be yet, but we’re already looking forward to more honey hot mac fries + garlic buffalo wings.

  • We told you about a new restaurant coming to Broad Ripple last month + now it’s officially open for business. Broad Ripple Bistro will serve American style food, including beef Manhattan and country fried steak at 6331 Guilford Ave. — the former home of Corner Wine Bar. (Indianapolis Monthly)
Real Estate
  • The Five East estate in the Meridian Hills neighborhood has never been for sale in the public domain — until now. The 21,000-sqft property has swapped ownership between several prominent Indy figures, including an Olympic gold medalist + an Eli Lilly CEO. It’s on the market for $4.5 million and includes 40 rooms. (IndyStar)
Hoosier
  • Singer Ray Uriel has secured a spot in the semifinals on competition show, “The Voice,” thanks to his coach, Chance the Rapper. The Gary native performed “Essence” by Wizkid ft. Tems to earn his spot, which will air on Monday, May 22 + Tuesday, May 23 on NBC. (WTHR)

🎶 Hitting all the right notes

All IN Festival rocks the fairgrounds this weekend

Indy is becoming quite the music festival destination. In addition to WonderRoad, which returned in June for its second year here, All IN Music and Arts Festival will be kicking off this weekend from Saturday, Sept. 9-Sunday, Sept. 10 at the State Fairgrounds.

Self-proclaimed as “the most convenient, easy, and comfortable festival in America,” All IN combines music, food trucks, a beer garden, and local art. It also includes “dreamsets” — live shows celebrating iconic music groups. This year, festivalgoers will have the chance to experience a Led Zeppelin dreamset on Saturday and The Beatles dreamset on Sunday.

Here for the headliners? Saturday features none other than Tenacious D, fronted by funnyman Jack Black, while Trey Anastasio (best known as the lead guitarist for Phish) & Classic Tab will take the stage on Sunday. Both performances will take place inside the air-conditioned Indiana Farmers Coliseum, so you won’t need to worry about inclement weather.

Greensky Bluegrass, Joe Russo’s Almost Dead, Cory Wong, and The Main Squeeze, along with a number of other bands, will also play sets at the festival. You can see the whole lineup here.

When I think of a music festival, I tend to imagine long traffic lines, porta-potties, and sunburns. However, when I went to both WonderRoad + All IN last year, I appreciated the easy parking situations and access to decent bathrooms. I did still get sunburned though.
