City-County Council approves 2023 budget in Indianapolis, IN

The city budget will increase by $100 million in 2023. The vote came in at 21-1 Monday night, approving a $1.4 billion budget for the City of Indianapolis. Here’s the breakdown:

Public health + safety

A record $300 million will go toward public safety spending.

  • Nearly 30% will go to IMPD . This will increase first-year pay for officers + introduce a $10,000 signing bonus, in the hopes of filling 200 positions.
  • 22% each is slotted for the Department of Public Works and the Indianapolis Fire Department .
  • $2 million will be allotted for a physician-led emergency response team.

Infrastructure

About $400 million in total will be dedicated to infrastructure projects. This is part of a five-year plan involving $1.1 billion.

  • $157 million will be set aside for storm-water improvements.
  • $288 million is allotted for roads, bridges + greenways.

Municipal corporations

These organizations are owned by the county, meaning the Municipal Corporation Committee of the City-County Council reviews + approves all of their ordinances and resolutions.

  • One aim of the budget is to bring in $89,000 more than it spends.
  • The city is spending $27 million to give homeowners a property tax break of up to $150.
  • This is is the sixth straight balanced budget passed with bipartisan supportwithout selling public assets or a tax increase.
